City Notes – Tim Cross plans for a Stronger, More Balanced Nicholasville

The latest edition of the City Notes Interview Series features a thoughtful conversation with Tim Cross, Director of Planning and Zoning for the City of Nicholasville. With roots in Jessamine County and a career spanning civil engineering, development design, and public service, Tim brings deep knowledge and a genuine care for the community into every decision he makes.

A Grounded Approach to Growth

Tim’s background in both site development and engineering gives him a unique perspective on city planning. He shares how his journey — shaped by mentors, field experience, and time in both private and public sectors — helps inform practical decisions about growth and infrastructure.

He emphasizes that Nicholasville’s growth isn’t tied to a single large employer but is built on the strength of small businesses, professional services, and community investment. Maintaining that momentum means being intentional about how and where development occurs, particularly in terms of population density and the types of housing being built.

Keeping Balance in Housing and Commercial Development

One of the main challenges Tim discusses is ensuring housing diversity, ranging from higher-end homes to smaller, more affordable options that younger or first-time homebuyers can realistically afford. He’s working closely with builders to promote projects that align with that goal, even when that means rethinking traditional preferences or lot sizes.

Commercially, he highlights several exciting projects, including Brannon Crossing, the development at US 27 and KY 169, and the relocation of Kroger, which could make way for a new group of retailers. Tim also stresses the importance of supporting new businesses locally, instead of defaulting to Lexington for everyday needs.

Prioritizing Public Input and Transparency

Throughout the conversation, Tim speaks passionately about the value of open dialogue with the public, even when opinions differ. He explains how public notices, city meetings, and presentations to local groups help keep residents informed and involved in the development process.

He’s realistic about the challenges — like traffic concerns and zoning restrictions — but encourages residents to engage directly, attend meetings, ask questions, and explore civic opportunities like Leadership Jessamine or community committees.

As Nicholasville grows, Tim’s goal is clear: to make the city livable and accessible for everyone. That means attracting businesses that serve the community, balancing new development across different parts of town, and preserving the identity and liveliness of neighborhoods like the South End.

He hopes to continue building a city where people of all income levels can find a place to live, work, and thrive — and where growth supports quality of life, not just expansion.
